What does “on average it takes 10 years” mean?

Does it mean it takes takes ten years of consistent effort to be a working actor, to land a supporting role, lead role? etc. I’m curious to know everyone’s thoughts on the “10 years” discussion. P.S. Good luck everyone. You’re killin it and I believe in you.
