Found a project that has a TV star actor in it, but they aren't paying extras.....should this be reported to SAG?

Not paying extras is normal for non-SAG shoots, but this is a film with an actor who has a leading role in a current network TV series, so it's obviously SAG. They're offering "imdb credit" and "free headshots with a pro photographer" as "payment."
